On 17 December 2020. Sejm has passed the Act on the Promotion of Electricity Generation in Offshore Wind Farms.
The purpose of the Act is to implement into the polish legal system obligations under European Union law, as according to the Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 2018 on the promotion of the use of energy from renewable sources, the Republic of Poland is obliged to maintain after 2020 a mandatory share of RES in gross final energy consumption at a level not lower than 15%.
The support model adopted in the Act is based on the concept of a bilateral contract for difference (CfD), which is successfully applied in the current RES support system. Electricity generators in offshore wind farms, which will be admitted to the support system, will obtain the right to cover the negative balance – in practice, this means covering the difference between the market price of energy and the price allowing generators to cover the costs of electricity production at sea.
According to the adopted resolutions, the act is to be an important factor supporting the use of potential resulting from the location of Poland by the Baltic Sea in order to develop zero-emission energy sources.
