The Ministry of Enterprise and Technology jointly with the Public Procurement Office has prepared a draft of a completely new Public Procurement Law. On January 24, 2019, the draft was directed for agreements and consultations.
The draft includes a number of solutions that can positively affect the public procurement market. These include, for example, a separate simplified procedure for placing orders below the so-called EU thresholds, the ability to negotiate the content of the offer between the contracting authority and the contractor, or the establishment of one competent court to hear complaints against the verdicts of the National Chamber of Appeals.
The draft also introduces a procedure for conciliation in the case of disputes arising during the implementation of a contract for a high value public procurement.
